Reform,Veterinary Management System


In 2011, livestock veterinary departments at various levels continued to promote development through reform and to promote innovation in management through development. They worked to lay a solid foundation and boost capacity building. The management of livestock veterinary sector had basically entered a track of institutionalization and standardization.

The reform of the veterinary management system produced remarkable results. A livestock veterinary system with institutions at central, provincial, prefectural, county, township and village levels was established.

1. The building of livestock veterinary institutions was enhanced In 2011, 31 provinces (autonomous regions, municipalities) completed veterinary management system reform at provincial level. Institutions for veterinary administration, animal health supervision and animal disease and epidemic prevention and control were established at provincial, prefectural and county levels. Public service institutions for animal epidemic prevention at grassroots level were improved extensively, successfully completing the development and reform tasks set up at the Third Plenary Session of the 17th CPC Central Committee.

At the same time, local authorities employed, through the form of payment for work, village-level animal epidemic prevention coordinators for compulsory vaccination of animals. There were 645,000 village-level animal epidemic prevention coordinators in total.

2. The building of veterinarian teams The development of a new-type veterinary system with veterinary officers and certified veterinarians as the main body was carried forward in a steady manner.

The MoA formulated and released Opinions on Promoting the Development of the Mechanism of Certified Veterinarians, which set up a skeleton for such a mechanism.

The 2011 nationwide qualification test for certified veterinarians was free of incidents and errors, projecting a favorable image of the test. In 2011, some 18,563 people qualified as certified veterinarians and 25,277 others qualified as assistant certified veterinarians.

The MoA formulated and released the Circular on Better Work Concerning the Recognition of Law Enforcement Personnel for Animal Health Supervision as Veterinary Officers, which laid a foundation for a mechanism of the professionalization of veterinarians. The recognition of veterinary officers had begun in various provinces (autonomous regions, municipalities).

Training for teachers of veterinary officers was held in a deep-going way. In 2011,three training courses were offered for more than 300 teachers.

Subsidies of 780 million yuan for grassroots animal disease prevention were delivered. Efforts were made to compile training standards for township and village veterinarians and village-level animal epidemic prevention coordinators and more than 200,000 grassroots veterinarians received training.
