Resumption of Agricultural Production after Flood Disaster along with the Prevention and Control of COVID-19 epidemic in Luoyang City, Henan Province

At present, the agricultural and rural authoritiesin Luoyang City, Henan Province, attach great importance to the severe COVID-19 epidemic. Luoyang Agricultural Technology Extension Service Center held a meeting and declared that the local agricultural sector entered the "wartime" state. A 24-hour duty and disinfection system has been launched. Allsectors needed towork together to fight against theCOVID-19pandemic. Charity activities have beenlaunchedandtheCPC party members and volunteers have been mobilized to assist in epidemic prevention and control anddebriscleaning in urban communities.

Before the rainstorm, Luoyang Agricultural Technology Center opened "online agricultural technology" and provided "online + offline" services at the same time, so as to serve the masses quickly, accurately andduly, and meet farmers' comprehensive needs for policies, markets, and information. Through the online agricultural technology system, the online platform managers forwarded the "2021 Luoyang City’s Summer Production and Disaster Prevention and Mitigation Plan" to the township to remind farmers of taking precautions within a few minutes.

After heavy rains, Luoyang City spared no efforts in disaster relief and provided technical guidance for agricultural production and disaster relief.TheCPC party members, cadres and technicians were dispatched to disaster-stricken enterprises, vegetable greenhouses, and fields to check the disaster situation and organize disaster relief. "Management Measures after the Rainfall", "Post-Disaster Mitigation Recommendations", "Recommendations on Planting Millet after Floods in Hilly Areas and Dry Land", "Emergency Measures for the Production of Edible Fungi after Heavy Rains" and other technical measures for disaster prevention and mitigation were promulgated in a timely manner, thereby providing technical guidance for agricultural production and disaster relief. At the same time, Luoyang City emphasized that people did not need to visit the spot if the problems could be solved online. If itis necessary to provide technical guidance on the spot, technicians must wear masks throughout the process. It was recommended that technicians provided instructions and help in the outdoors rather indoors. All localities needed to make full use of the "Luoyang Online Agricultural Technology" WeChat group, and the "Online Agricultural Technology" platform.

Up to now, all counties and districts have released 176 pieces of technical guidance information and 43 pieces of epidemic prevention information on the "Online Agricultural Technology" in total. The online agricultural technology platforms of all counties and districtsoperate well, and a large number of technical personnel are answering questions and providing technical guidance services for farmers every day.
