Mr. Shengbin Lan is a researcher and an Expert on Special Allowances from the State Council of China. He serve on Managing Director of Storage Branch & Quality Branch of the Chinese Cereals and Oils Association (CCOA) .He has a great contribution on the filed of grain storage technology.

He was one of proponents who led lots of projects of grain storage, including 12 National Projects and 2 International Cooperation Projects. He is also an Expert on Top-level design of grain high-yield science & technology project for "the 11th,12th,13th Five-Year Plan". He compiled 4 monographs and published 25 papers which one of two papers won the Excellent CCOA Award. 

Mr. Lan was rated twice as an outstanding worker of Cereals and Oils by CCOA and won many science & technology awards of CCOA , such as 2 First prise ,2 Second prise and 1 Third prise. He be named the outstanding person and achieved excellent team of National Grain High-yield Science & Technology Project for "11th Five-Year Plan" by Science & Technology Department.
