China's Efforts on IT Application in Poverty Alleviation in 2019

Intro: IT application in poverty alleviation is an important tool to improve the management over poverty-relief programs and poverty-relief funds. Here is an outline of China’s efforts on IT application in poverty alleviation in 2019, excerpted from Yearbook of China’s Poverty Alleviation and Development, 2020.

In 2019, the Information Center of the State Council Leading Group Office of Poverty Alleviation and Development (LGOP) upgraded the safety levels of information management subsystem, coordination subsystem, supervision evaluation subsystem, and macro decision-making subsystem under the national poverty alleviation information system. This upgrading system improved the management over poverty-relief programs and poverty-relief funds, made the modules of poverty-relief micro credit and random checks on delisted poverty-stricken counties more optimized, and set up new modules of cooperation between paired eastern and western regions in poverty alleviation, paired-up assistance from Central Government agencies and poverty alleviation through developing e-business, which better met the needs of the Poverty Alleviation Department of the LGOP for inquiring and statistics. By adopting the national secret algorithm, the system’s data storage and data transmission were upgraded, and the private data such as names, ID numbers, cellphone numbers and bank account numbers of the registered poor residents have been encrypted. 

Building a national electronic archive system for poverty alleviation and development. Based on the data from the national poverty alleviation and development information system and the data collected through monitoring hundreds of villages and reducing poverty in old revolutionary base areas, as well as the digital data converted from previous paper files, we built electronic exhibition hall for displaying the history of poverty alleviation via data visualization tools such as text descriptions, data, charts, pictures, audio and video, GIS display, animation. LGOP have achieved the objectives of storing and sharing the historic archives on poverty alleviation. 

The data center and the intra-city disaster recovery center were expanded by adding 6 servers, 1 set of virtualization software license, seven storage devices, and 20 operating systems .
