China to Further Improve Local Warehousing, Preservation Facilities and Cold Chain Logistics Centers

I Construction and Improvement of Local Warehousing and Preservation Facilities

1) Construction Goals: To construct and improve 60,000 local warehousing and preservation facilities in key towns and central villages, according to economic applicability, appropriate scale, and energy conservation and environmental protection requirements. The facilities will add an estimated 21 million tons of storage capacity, enabling the timely sale and efficient loss reduction of fresh agricultural products.

2) Key Construction Tasks: Focusing on the "first mile" of cold chain logistics facilities at the production sites, a series of small, mobile warehousing facilities capable of preservation and pre-cooling functions will be constructed according to actual needs.

- Pre-cooling and cooling facilities: To establish forced ventilation pre-cooling, differential pressure pre-cooling, and vacuum pre-cooling facilities for fruits and vegetables to reduce field heat and respiration heat; construct pre-cooling warehouses and ice water pre-cooling machines for meat to lower animal carcass temperature.

- Freezing facilities: To construct quick-freezing warehouses equipped with fast-freezing devices that can quickly reduce the core temperature of products to -18°C or lower to maintain the nutritional quality of agricultural products.

- Mechanical cold storage: To establish high-temperature and low-temperature cold storages with built-in or assembled building structures and mechanical refrigeration equipment, enhancing storage capacity and improving the quality of agricultural product supply.

- Controlled-atmosphere storage: To construct storage facilities that adjust and control temperature, humidity, and gases such as oxygen, carbon dioxide, and ethylene; equip them with relevant controlled-atmosphere devices to achieve precise and effective control of temperature, humidity, and gas composition.

- Other auxiliary facilities: To establish commercial treatment facilities equipped with necessary weighing, washing, grading, cutting, conveying, detection, and power supply equipment to improve the commercial processing capacity of agricultural products at the production sites.

3) Construction Layout: Mainly located in the areas with advantages in facility agriculture.

II Construction of Local Cold Chain Logistics Centers

1) Construction Goals: To construct 500 local cold chain logistics centers at important circulation nodes in county areas, according to the requirements of prominent geographical advantages and service function connection, thereby enhancing the comprehensive service capacity of cold chain logistics at the production sites.

2) Key Construction Tasks: To construct a batch of local cold chain logistics centers that integrate functions such as gathering, pre-cooling, sorting, processing, cold storage, shipping, detection, storage, and information to improve the efficiency of agricultural product aggregation and commercial processing after harvest.

- Agriculture-Social Services Organization-based Centers: Mainly relying on agricultural social service organizations, leading enterprises, state farms, and circulation companies to construct medium-sized local cold chain logistics centers.

- Industrial Park-based Centers: Mainly relying on modern agricultural industrial parks, processing logistics parks, e-commerce incubation parks and other local parks and modern agricultural demonstration zones to revamp public cold storage conditions, improve digital local warehouse functions, and construct local cold chain logistics centers with platform functions.

- Channel-based Centers: Mainly relying on supply and marketing cooperatives, postal express, fresh food e-commerce and other channels to build, share and use a batch of local cold chain logistics centers.

3) Construction Layout: Mainly located at important logistics nodes in county areas with advantages in facility agriculture. At the same time, coordination with relevant departments will be strengthened to improve the efficiency of cross-regional circulation, actively promoting the construction of backbone cold chain logistics bases for agricultural products with the ability to lead the industry, radiate urban and rural areas, and ensure emergency supplies of facility agricultural products. The aim is to form key hubs linking urban and rural agricultural product circulation, aiding the scale, channelization, and network operation of cold chain logistics at the production sites.
